   Leave her alone, that's what you do. It doesn't bother her so it shouldn't bother you. Period.

   she doesn't want you to tell her what to do, so she pretends she doesn't care cause then she doesn't have to listen to your nagging.I do that when my siblings tell me what to do even if I know its true I don't do it purposely cause they are annoying me about it and I don't want to show that I care what they are saying.Also you should try complimenting her, and tell her she would look hotter if she tried product x on her lips

   your being a bit rude-hence her looking at you as if you said something rude!.maybe she gets offended when you say she has chapped lips? maybe she doesnt do something about it because shes embarrassed you will go ''oh thank god you have got rid of your chapped lips''.or maybe its just none of your business anyway??

   She probably just doesn't want to show that it bugs her, like it's a weakness or something. Casually just say that you have something that will make her lips feel better or something?Good luck! Hope this helped.

   unfortunetly i dont think there is not much you can do. i had that problem around her age and i didnt care at all what other people thought. then (now im in eigth grade) graduation pictures came around and i didnt want to be the only girl with discusting lips so i started using the chapstick…..so i recamend maybe putting on like a pretend party or important event, where she will want to look especially pretty. you also might want to try a spa day type thing where a professional tells her about her lips…..
