Which skincare system would you recommend?
I have normal to combination skin & I've spent hundreds of dollars on products, none have worked for me. I've tried drugstore products & high end products which haven't worked out well. Clinique 3 step skin care system did nothing for me except make me break out (I have waited 6 months for results). Neutrogena, Clearasil, Clinique, LaCome etc.. I tend to break out on my forehead (on the part where its closest to my scalp), lots of blackheads/whiteheads on my nose & chin. I don't know what it is but on the corner of my lips its a bit bumpy (red but its not really visible but it bothers me). On the corner of my nose its really red & bumpy as well. My face isn't oily nor dry..
Which products would you recommend? My budget is $60 for the whole thing (cleansing, exfoliater, moisturizer etc..)

You don't need a system. I'm not sure what would work for you but try a combination of over the counter stuff. For example for me I use Morning:Skin genesis pore minimizer rinse. Oil of olay Complete for sensitive skin with spf 15EveningSt ives apricot scrub Skin genesisOil of olayAnd clean and clear persa gel 10 on the spot treatment if I need it. Then once a week I do a baking powder mix and put it on my face and let it dry then gently wipe it off. It seems to minimize the blackheads for me. That combination works for me. I'd recommend finding a combination similar that works for you. You can try this one if you want. I would recommend the apricot scrub and the oil of olay facial lotion though.
I use the Natio products, they are really good! they smell nice, made in Australia, are mostly natural. I don't know if they help you skin, but they feel really good and I like them. I think they help!
Neutrogena and St Ives.. there good and really inexpensive
Clean and Clear is the best
