Hmmm I don't think you can buy them anywhere..*maybe* a craft supply store that sells soap-making supplies (I've seen stuff like lavender, orange peel and other natural additives for soap there).There are a couple products you can buy that have them already though, if you're looking for a good exfoliant! Namely, St. Ives scrubs… I've used that stuff for years and it is great. Contains tiny pieces of walnut shells but is gentle. Otherwise, if you're willing to do the work, you can find the shells in nature, but I warn you they are very very tough and I wouldn't try crushing them without some kind of machine. The green husks contain tannin which stains your skin yellow for days, so I hope that's not what you use if that's not what you want! = )
For the reasons stated above I would think that anyone w/a tree in their yard would give (let you come and get) all you could haul when they fall. BTW they stain so much that the oldtimers used them as fabric dye. Yes, really. Still do, too. Also the tree itself is mildly toxic (containing juglone) in that some other plants won't even grow under a walnut tree. Skin Care? Perhaps ground very fine as an exfoliating preparation…? Suit yourself it's your face.
Go to your local "potions are us" retail store. We seem to have one in about every mall around here. Last time I was there I think I saw what you are shopping for in the same aisle as the raven's claws and the eye of newt.
