I want to be added to my bother's car insurance. I have full license, but not driven as yet.

Depends on the relationship or lack of it. A wife (in Britain) does not affect insurance much at all but beware, you may find a friend may be insured but only third party when driving your car, yes even if it is Fully Comp.A Fully Comprehensive insured driver will only be covered for third party when driving someone else's car. (like that Freudian slip; 'bother' for 'brother'-mine too) adding an inexperienced driver does add to the premium; if he can add you as occasional it will be less. It will decrease as you gain experience, if you don't get tickets, of course. have him call his agent.
Adding a new driver to a policy (as opposed to an experienced driver) will increase the cost of the premium. Insurers regard all new drivers, regardless of age, as high risk. So the premium will go up.
Could add loads or maybe not much and until you ring the company for a quote you will absolutely no idea. Your brother will have to make the call as they will not discuss it with anyone but the policyholder.

The only way you are going to find out is by getting your brother to ask the insurance company. If I was your brother i would refuse anyway
speak to the insurance company they will let you know it depends on age number of claims points on licence etc
