OMG MY CAT HAS A HOLE IN HER EYE!!!!!?

I found a stray cat about 2 or 3 years ago and she is the sweetest cat ever and me and my mom thought that she was just blind in her right eye, we were wrong. She has been living on our front porch for a few days and my mom had to go down to the store just now and I had to put her in a cage so she wouldn't get down and when I looked at her closer I found out that it is NOT skin over her eye but there is a HOLE in her eye!!!!! I heard from a guy who lives 2 houses down from us that our neighbors sit outside with a pellet gun and SHOOTS cats!! Could that have happened to my Mama Kitty? I love her so much and winter is here and it is freezing outside and I want so bad to find her a home but since she has a hole in her eye I don't think any one will want her. Could it have been a birth defect? As I said she is NOT mine I just said she is because someone dumped her in the streets and so now our family is taking care of her. Also all you can see in her right eye is the white part of it. It looks so sad, can they (they as in our neighbors) get in trouble by the cops? I wish I had proof that they shot her, then I could call the cops!!
