Is this an example of why health care costs so much…?

A kid falls and now his elbow hurts. There's nothing wrong with him, just a sore elbow and maybe a small "raspberry". His parents don't want to be accused of being bad parents (and maybe even reported by the kid's teachers), so they take him to the doctor, just in case.
The doctor knows there's nothing wrong with this kid, but he doesn't want to appear to be an uncaring doctor and lose his patients to another doctor. That will not do. And obviously, he sure as hell doesn't want to be sued for malpractice and frivolous lawsuits. So he orders tests and Xrays, subscribes powerful pain killers, the whole 9 yards.

Total cost for a mildly skinned elbow? 12,000 dollars (and one Grape sucker)
