Undecided Question

I'm a teenager without bad acne, but, lately I've had a strange rash on my face. It's on mostly my cheeks and jawline, then a bit on my forehead. They're very small bumps underneath the skin, but it's not acne. The bumps are the same color as my skin, and they don't itch or anything. It just makes my face feel rough to touch and a bit dry.

Because I'm cold a lot, they kind of seem like permanent goose bumps. Though, I don't think they are.

I wash my face twice a day with Clean and Clear and moisturize it with Olay, so I take care of my skin. But, what could these bumps be and how can I get rid of them?
