Insurance goes with vehicles. If you don't have a vehicle, you don't need insurance. If you want to drive your parents car, and live at home and are under 18, they will have to add you to their policy and you will be covered.If you are over 18 and have your own address and only use their vehicle on an occasional basis with their permission, you are covered.
I don't think most companies will issue a policy for anyone elses car. I assume your parents won't allow you on their policy. They probably already know it cannot be obtained.
I would go talk to the insurance agent who handles your parents insurance. I dont understand why you need your own coverage, you should be able to be added as a regular driver on your parents policy, there might be a cost for that if you are under 25. Try an insurance broker in your area or try places like Geiko that advertise on TV. I know in my state its possible to get coverage because I had a policy that covered a rental car and a vehicle being delivered to another state.
