Guys chests are fine, but womens'? whats the big deal?

The only reason touching or looking at a girl's breasts is wrong these days is because it has been made out to be wrong from years of media and stipulations. Guys dont care people can touch their chest they can even take their shirts off in public, but girls cant and wont. What is the big deal the only reason is because they have been told that its wrong. The people in those tribes away from tv and stupid people go topless man and woman. Im not being horny or anything im just saying I dont see the big deal. Its just skin.
