Last night on CSPAN radio she said reconciliation can only be used for changes to the budget.

then she tried to imply that meant that anything in the health care bill that does not relate to health care cannot be in the bills budget, so it will not cover immigration and gay rights?

how do you go from, we can only use this process towards the budget then to, you can only directly affect the budget of the bill we want to pass.
