Are these phones able to be used out of the country?

so i bought 4 phones from amazon they all say unlocked , but does that mean i can use them out of the country? i called the customer service, and they said the 2 motorola phones can but are unsure about these two phones at the bottom..
are the only unloked to the U.S?
